Dodge Ram 2500 & 3500 5.9L B-series Cummins Diesel 1998-2002 with VP44 injection pump. If you have low fuel supply pressure, and you know the supply pump is good, a bad overflow valve can cause low supply pressure. It can also contribute to a hard start issue. Valve is located on the Injection pump, connecting the banjo fitting return line to the tank.
